Map of North America with some Caribbean islands and part of Mexico. Inset of the mouth of the Mississippi River. Cartographic elements include scales, sea banks, lines of latitude and longitude. Decorative cartouche shows the French being given wealth and rights to land as a result of their daring fortune. At top Venus (symbol of fertility) on a winged orb pours forth wealth from a cornucopia towards European gentlemen on the left. Spes, goddess of hope, stands on an anchor and angels give sheets of paper to these gentlemen. On the right, gentlemen are in despair and one prepares to fall on his sword. In the background men climb and fall out of a tree. In foreground angels cut out pieces of paper and blow bubbles. Also includes mermaid.

The cartouche illustrates the financial ruin brought on by the "Mississippi bubble" of 1720. In 1717 John Law, a Scottish financier, was responsbile for encouraging the French government to establish a national bank which issued paper notes. He also reorganized the Compagnie d'Occident or Mississippi Company (later Companie des Indes) which had a monopoly on trade in French America. A classic case of financial mania, the Mississippi Bubble led to Law issuing bank notes to fund his stocks, extraordinary price inflation on the stocks, and financial diaster for many of his investors.On the left hopeful investors purchase stock in the Company which angels cut out of paper below.
