Place of publication and name of printer from colophon.; Date of publication suggested by last printed date in text of le 4 juin 1790 on p. 29.; John Balfour, a planter on the island of Tobago, claims that he has been planting there and has owned large tracts of land for twenty years. He makes mention that ever since France was ceded the island by the Treaty of Versailles in 1783, he has been in Europe putting his accounts in order and dealing with his creditors, who were actually quite understanding considering much of his land had been ruined by the war. He paid his creditors the sum of 175,000 livres, which was the sum owed to him as an indemnity. In this document, he pleads his case to the Assemblée nationale in France, citing his correspondance with Arthur Dillon, governor of the islands of St. Christopher and Tobabgo, and protests specifically against Philippe Rose Roume de Saint-Laurent who was ordonnateur of the French colony of Tobago.
