Proclamation regarding contraband goods, particularly rum; contraband products continued to find their way into the hands of those who still threatened the Republic; inhabitants were to appear before the local commader in order to declare all goods in their possession, especially syrups that could be used in the manufacture of rum; furthemore, any goods sent out from unauthorized ports were forbidden and subject to confiscation
