The captain of the ship the Léopard defends his conduct in sailing his ship back with eighty five representatives of the Assemblée générale in Haiti who took advantage of a mutiny aboard the ship which was docked off of Saint-Marc. The representatives then proceeded to sail for Brest in France to present their case and claim that they had been harassed and victimized by the colonial government in Saint-Domingue
